Urban Renewal is a tool for communities to foster development of under-developed or blighted areas. It is used by many cities in Oregon, covering more than 100 urban renewal areas across the state. Urban renewal plans define the target area, the tax base within the area, and projects that can be funded by urban renewal revenue. Cornelius’s Urban Renewal Plan was adopted in 2019, and a minor amendment was approved in January 2025 to add two new projects.
