Overview

We value a high quality of life for our community and will promote actions which increase community spirit and pride, and a sense of ownership, involvement and belonging in the community. We recognize the strengths which come from our heritage and background, our social and economic conditions, and our natural resources. We will manage growth in a manner that will build on these strengths, while fostering a sense of place and a unique identity for the City.

Guidelines & Rules

Council need rules to decide questions on debating, voting, membership, attendance and agendas. The rules are intended to serve as a guide for the Council. One of the missions of the City Council is to work with the residents of Cornelius and provide a positive atmosphere at Council meetings. These rules provide the basic outline required to work together. Ultimately, the Council may need to vary from these rules from time to time to best serve the public interest and the first rule provides the Council with that authority.

City Council Meeting Public Comment Guidelines

  • General Public Comment, General Public Hearing Testimony and Quasi-Judicial Public Hearing Testimony
    • Speaking virtually via the Zoom online Meeting: Register to speak by contacting the City Recorder before 3 pm the day of the meeting. Email the City Recorder or call 503-357-9112 to provide your name, address, phone number, and email address. Members of the public will not be able to share their screen or turn their camera on during the meeting. Any related presentation or other materials should be submitted to the City as written testimony.

Public Meeting Law (PML) Grievances

Cornelius meeting bodies, including the City Council and all commissions and committees, are subject to Oregon’s Public Meetings Law (PML). Violations of the PML should be reported through the grievance process outlined by state law and the Oregon Government Ethics Commission (OGEC). To report a violation of the PML by a Cornelius meeting body, submit a written grievance statement to the Office of the City Recorder by email to cityrecorder@corneliusor.gov or in-person at City Hall (1355 N Barlow Street). Once received the City will initiate the process as outlined by the OGEC (see link above).
