Boards, Committees & Commissions
Serving on a City of Cornelius committee is one way members of the public can volunteer and get involved with their city government. The boards, committees, and commissions serve mostly in an advisory capacity to the City by providing expertise, identifying public concerns and focuses, and reviewing, advocating for and enforcing policies and regulations. Members also dedicate hundreds of hours performing work through public education, research, and study. Members are appointed by the Mayor and City Council.

Our Role in Cornelius
The committee receives the City Manager's proposed annual budget and budget message, which explains the proposed budget and significant changes in the City's financial position. Budget Committee meetings are open to the public, and citizens are given an opportunity to ask questions about or comment on the proposed budget.
The Budget Committee may make additions or changes to the proposed budget, at which time the committee will approve the document and forward it to the City Council for adoption. The Budget Committee also approves a rate of total property taxes to be certified for collection.

Our Role in Cornelius
The Economic Development Commission advises the City Council on matters related to economic development, business relationships, and strategic economic planning. EDC meetings are public meetings and open for public participation. Prior to each meeting, the agendas will be posted on the City website.

Our Role in Cornelius
The Cornelius Library Advisory Board offers insight and advice to the Library Director and City Council regarding policy, funding, and planning to support our shared vision of excellent library services that empower, enrich, and engage our diverse community. The Board welcomes public input. Community members wishing to comment at a Board meeting are welcome to contact the Library Director at 503-357-4093 prior to the meeting to be added to the agenda.

Our Role in Cornelius
The Planning Commission plays a key role in shaping the City's growth, working closely with the City Council to develop, update, and implement the Comprehensive Plan and development codes. Additionally, the Commission reviews and takes action on development projects to ensure they align with the City's goals and vision.

The Police Advisory Board is not currently active.
Our Role in Cornelius
Responsibilities as outlined in the Cornelius Municipal Code:
- The duties of the police advisory board shall include, but not be limited to, advising and making recommendations via the chief of police on issues concerning public safety and police services within the city, such as:
- To enhance police-community relations.
- To review and provide a community perspective and recommendations concerning procedures, programs, and the effectiveness of the police services.
- To promote public awareness of the city's police services and programs, including, but not limited to, business and residential crime prevention programs, safety training, domestic violence intervention, and school district/police/ community programs.
- To hold public meetings, from time to time, to solicit public input regarding police services and programs.
- To serve as a liaison between the police department and the community.
- To encourage individuals and community groups to assist the police department in the implementation of police programs and services.
- To review and make recommendations concerning such other and further matters as may be referred to the board by the mayor, the city council, or the chief of police.
- Notwithstanding the duties of the board as described within subsection (A) of this section, the board shall have no power or authority to investigate, review, or otherwise participate in matters involving specific police personnel or specific police-related incidents. The board shall in no way receive or stand in review of complaints initiated against personnel of the police department, nor have any role in civil or criminal litigation.

Overview
On December 4, 2023, the City Council approved merging the Parks Advisory Board and the Public Works Advisory Board into a single entity known as the Public Infrastructure Advisory Board (PIAB). This nine-member board, appointed by the Mayor and Council, serves three-year terms with a maximum of two consecutive terms. The Board serves as a vital resource for the Mayor and City Council, offering guidance on various public infrastructure and development matters. These encompass:
- Street construction
- Water, sewer, and storm drain system construction and maintenance
- Park planning
- Site and building design
- Program Prioritization
Additionally, the Board may provide input on:
- Utility rate analysis
- Operational and capital improvement budget recommendations
- Identifying potential park additions
- Developing park regulations
Connecting With the Community
The Public Infrastructure Advisory Board fosters community engagement by promoting volunteer opportunities for park development and beautification.
Scope of Expertise
While the Board offers comprehensive guidance, it remains crucial to note that:
- Its role excludes the practice of engineering, as defined by state law.
- The development of project specification remains subject to approval by a registered professional engineer.

Our Role in Cornelius
The Cornelius Urban Renewal Agency administers the adopted Cornelius Urban Renewal Plan. Urban renewal allows for the use of tax increment financing, a financing source that is unique to urban renewal, to fund its projects. Tax increment revenues – the amount of property taxes generated by the increase in total assessed values in the urban renewal area from the time the urban renewal area is first established – are used to repay borrowed funds for any loan given to the Agency.
The purpose of urban renewal is to improve specific areas of a city that are poorly developed or underdeveloped, called "blighted areas" in Oregon Revised Statutes (ORS) 457.010. In general, urban renewal projects can include construction or improvement of streets, utilities, and other public facilities; assistance for rehabilitation or redevelopment of property; acquisition and re-sale of property from willing sellers; and improvements to public spaces.

Public Meeting Law (PML) Grievances
Cornelius meeting bodies, including the City Council and all commissions and committees, are subject to Oregon’s Public Meetings Law (PML). Violations of the PML should be reported through the grievance process outlined by state law and the Oregon Government Ethics Commission (OGEC). To report a violation of the PML by a Cornelius meeting body, submit a written grievance statement to the Office of the City Recorder by email to cityrecorder@corneliusor.gov or in-person at City Hall (1355 N Barlow Street). Once received the City will initiate the process as outlined by the OGEC (see link above).
